WHAT is an in-service road safety review?
An in-service road safety review is a detailed engineering study of an existing road facility (segment, intersection, interchange, or corridor) to diagnose road safety risk factors and to identify a list of short-term and long-term countermeasures which may be implemented to yield a quantifiable safety improvement. It is not a check of a facility’s compliance with design standards nor is it a design exercise that develops countermeasures to an implementation-ready stage.
Why use Video Conflict Analysis for an In-Service road Safety Review?
Site observations and historical collision analysis only tells part of the risk story. Using video conflict analysis, we measure near-misses to reveal latent risk factors. It is a proactive technique to find and fix problems before they turn into fatalities. We exclusively use Miovision video conflict analysis. We developed their kinetic energy risk models that can predict crashes from near-misses with 94% accuracy.
WhICH INTERSECTIONS SHOULD RECEIVE A VIDEO-BASED In-SERVICE ROAD SAFETY REVIEW?
Each agency should do 5 to 10 in-service road safety reviews per year. More locations can be completed if there is sufficient staff and budget to respond to the countermeasure suggestions. Sites can be selected based on network screening (collision history), complaints, known trouble spots, or in preparation for upcoming projects.
Why FiRESEEDS NORTH INFRASTRUCTURE
Fireseeds North has conducted hundreds of in-service road safety reviews all over the world, from rural highway intersections in Saskatchewan to major metro areas such as Los Angeles, Austin, Tokyo, and Amsterdam. We pioneered the use of a kinetic energy approach to video conflict analysis for precise, proactive, and predictive diagnosis by developing technology that we later sold to Miovision.
VIDEO-BASED In-Service Road Safety Review Packages
We would be happy to look at taking on 5 to 10 problem intersections for your agency this year. We will identify the exact problems and give you practical, actionable plans to improve safety. We offer the following package options.
Full service: we arrange video collection, we arrange video processing by Miovision, we conduct the study and write the in-service road safety review report.
Partial: we will conduct the study and write the in-service road safety review report, and you can collect the video and obtain processing directly from Miovision.

Please note that due to our small size, we can take on a limited number of engagements per year. We only undertake in-service road safety reviews on a direct engagement basis with agencies who want to leverage our pioneering expertise in this field. At this time, we are not participating in multi-party bids for packages of in-service road safety review work.

Fireseeds North pioneered the kinetic energy approach to video-based conflict analysis for in-service road safety reviews. The technology we built was sold to Miovision and we continue to use it exclusively for these studies because it can predict injury crashes with 94% accuracy.
